  • 1 pound ground beef
  • 1/2 cup red wine
  • 1 28-ounce can crushed tomatoes
  • 1 teaspoon salt
  • 1/2 teaspoon black pepper
  • 1 teaspoon dried Italian herbs
  • 1/2 cup whole milk
  • 12 ounces rigatoni pasta
  • Grated Parmesan cheese (for serving)
