Shepherd's Pie With Ground Beef

This shepherd's pie recipe is made with ground beef, a savory rosemary infused gravy and lots of vegetables. It's topped with creamy white cheddar mashed potatoes! You'll be happy to find out most of the ingredients are pantry staples.
Ingredients
- 1 lb ground beef
- 2 tbsp Irish butter
- 1 small yellow onion, diced
- 3 garlic cloves, minced
- 3 carrots, peeled and sliced
- 2 tbsp flour
- 1 tbsp fresh rosemary, chopped up
- 1 1/2 c chicken broth
- 1 tsp Worcestershire
- 1 tbsp tomato paste
- 1 c frozen peas
- 1 c frozen corn
- salt, to taste
- 2 1/2 lb russet potatoes, peeled and cut in even cubes (about 3 russets)
- 3 tbsp Irish butter, melted
- 1/4 c milk, warmed + more if needed
- 4 oz extra sharp white cheddar, grated
- 1/3 c heavy cream, warmed
- Salt, to taste
- Pepper, a pinch
