Ingredients

  • 3 1/2 cups all-purpose flour + 1/2 cup for sprinkling and rolling
  • 4 1/2 teaspoons baking powder
  • 1/2 teaspoon salt
  • 1/3 cup granulated sugar or fine cane sugar
  • 2 tablespoons butter, softened, but not melted
  • 1 1/3 cup water, more as needed
  • Oil for frying
  • 20 oz boneless, skinless, salted white fish such as pollock or cod
  • 1/2 cup yellow onion, chopped
  • 3 large garlic cloves, minced
  • 2-3 wiri wiri pepper or 1 small scotch bonnet
  • 1/4 cup green pepper, finely diced
  • 1 sprig thyme
  • 1/2 teaspoon black pepper
  • 1/2 teaspoon paprika
  • 1/4 teaspoon garlic powder
  • 1 cup fresh tomato, chopped
  • 1 teaspoon tomato paste
  • 2 stems scallions
  • Salt to taste, if desired
  • 6 tablespoons oil for cooking
